Reproduce steps:

1.Set up a cluster with 3C3D;

2.Using iotdb-cli to create "root.test.s0",got an error like below:

Msg: 500: [INTERNAL_SERVER_ERROR(500)] Exception occurred: "create timeseries root.test.s1 with datatype=INT64,encoding=TS_2DIFF,COMPRESSOR=SNAPPY". executeStatement failed. Failed to get Storage Group Map when executing getOrCreateDataPartition()

EXPECT: create successfully

PS:it can be created in standalone
