When using locate, hlocate or vlocate function, the behavior is at least odd.
I've been behind this for quite some time, at least since version 2. Ussually i
just add a self made function and get the ressult done.
This time, i went directly to the manual, and it seems this functions are not
working.
locate function, returns a value one cell above the one is suppossed to.
I made it by going right to the published sample, and repeated it, so is not my
handling.
Also tested several versions of OOo i could put my hand on since version 3,
also Libreoffice and i'm about to go with Symphony.
If symphony also fails, sorry guys, i have to go back to MS, a huge fail as
this for so long time... really?
What else could one find here? I'm done.

Modified Summary to that what I think reporter's problem might be (based on
screenshot).
I haven't a clue what that might have to do with locate, hlocate or vlocate; my
AOO does not know these functions.

NOT reproducible with "spreadsheet from original screenshot" and server
installation of "AOO 3.4.0 – German UI / German locale [AOO340m1(Build:9590) -
Rev.1327774]" on German WIN7 Home Premium (64bit)", own separate user profile
There is a similar report for LibO

Simple Sample
NOT reproducible with attahced simple sample document and server installation
of "AOO 3.4.0 – German UI / German locale [AOO340m1(Build:9590) -
Rev.1327774]" on German WIN7 Home Premium (64bit)", own separate user profile
Reporter's screenshot sheems to show that "LOOKUP" in cell H13 shows contents
of cell F6, but because "Fred is in row 7, contents of F7 should be shown in
H13.
In my test with a reduced sample document as expected contents of F7 is shown
in H13.

Thank you for your feedback – unfortunately important information we will
need to reproduce your problem is missing.
Please add all information requested in following:
a) Write a meaningful Summary describing exactly what the problem is
b) Attach a sample document (not only screenshot) or refer to an existing
sample document in an other Bug with a link; to attach a file to this
bug report, just click on "Add an attachment" right on this page.
c) Contribute a document related step by step instruction containing every
key press and every mouse click how to reproduce your problem
d) Attach screenshots with comments if you believe that that might explain the
problem better than a text comment. Best way is to insert your screenshots
into a DRAW document and to add comments that explain what you want to show
e) if possible contribute an instruction how to create a sample document
from the scratch
f) add information
f1) what EXACTLY is unexpected (99% of all Bugs here are concerning
"does not work correctly").
f2) and WHY do you believe it's unexpected (cite Help or Documentation!)
f3) concerning your PC
f4) concerning your Operating System (Version, Distribution, Language)
f51) concerning your AOO version (with Build/revision ID if it's not a
public release) and localization (UI language, Locale setting)
f52) Whether that works for you with current AOO version 4.0.1
f6) AOO settings that might be related to your problems
f7) how you launch AOO and how you opened the sample document
f8) Whether your problem persists when you renamed your user profile
(Quit Quickstart before!) before you launch AOO (please see
<http://www.openoffice.org/development/releases/3.4.1.html#AOO3.4.1ReleaseNotes-KnownIssues>)
f9) Whether that worked in former OOO / AOO Versions
Even if you can not provide all demanded information, every little new
information might bring the breakthrough.
Please do not cite these hints in your reply, but cite the items like:
