I took the latest master as of May 22 for a spin and found that the recovery logic is broken. Previously when the scheduler restarts, it will create placeholders that are defined in annotations of all pending pods. But the current behavior is that during recovery, placeholders that are defined in the annotations of completed pods are also created. It seems to be caused by https://github.com/apache/incubator-yunikorn-k8shim/pull/265
