Send Parameter With the Request checkbox in the Web Test controller does not 
retain its checked state when the test plan is loaded.

Example:
Save a thread group with a Web Controller, that has "Send Parameter With the 
Request" checkbox checked, and has some name/value pairs assosicated.

Remove the THread group, then reopen.
The "Send Parameter With the Request" checkbox won't be checked.
