mirroring velocity releases...?

the ASF is very keen to get more of jakarta to use the mirrors. bandwidth 
is pretty expensive and mirroring releases is a good way to reduce costs. 
i noticed that the current velocity build is available only through the 
older non-mirrored directory structure.

i'd be willing to set up the mirroring for velocity, and sign the move the 
latest velocity release if the committers want to change to use the 
mirrors for releases.

i couldn't find a separate source release for velocity. if someone could 
point me in the right direction i'd be glad to add it to the mirrors.

hopefully just wait until the mirrors sync :)

i've created a patch for the velocity website (it's attached) but it's 
probably best to wait until the mirroring is working before applying it.
