[I] GET /api/v1/report/slack_channels is being called with ALERT_REPORT_SLACK_V2 off [superset]

### Bug description
Superset is requesting Slack channels even when ALERT_REPORT_SLACK_V2 is off which trigger the following error:
```
Error fetching slack channels Failed to list channels: The request to the Slack API failed. (url: https://slack.com/api/conversations.list)
The server responded with: {'ok': False, 'error': 'not_authed'}
```
### How to reproduce the bug
1. Go to Alerts
2. Open Notification Method
3. Check the failed Network request
