Currently, in BucketCache.notifyFileCachingComplete, we only account for blocks of DATA type. However, if any encoding, such as FASTDIFF is in use, the data block type is ENCODED_DATA and we miss to account it. This later impacts the cache aware balancer when we recover the persistent cache after a crash/restart, as we fail to compute region % cache since we haven't considered any file as fully cached.
