When the maven-launchpad-plugin is the first plugin to actually do anything after a clean, it will result in an error. This is caused by the fact that the target directory is not yet created. The plugin will abort with the message "Unable to output effective bundle list".

When manually creating the target folder the plugin runs just fine (mvn install).
