Description:
By default, javadoc uses the system default locale to localize messages. This means if I run javadoc on my machine, by default I get Japanese javadoc. But this is problematic if I need to produce English javadoc.
javadoc has the -locale option to control the locale, but maven javadoc plugin doesn't expose a property to let me set this attribute.
Since javadoc has so many command line options, perhaps the plug-in could let me specify additional arguments?
