It works for me in general. There are, however, some cases, where ErrorDocument
400 may not work. (e.g. if you put it into a VirtualHost container and the
request contains a broken Host header).

So please give us some more information about your test case (what request? does
the errordocument file works on direct request? special configuration?
(mod_rewrite?) etc.)
