### Description
In our current design, when tablet version > 500, load will return -235 error。But most user just retry to
handle load error, and this will create more pressure to Doris。It's better to slow down load automatically when tablet version
is dangerous。
### Solution
add a wait in load procedure when tablet version is dangerous
backoff algorithm may work well
