The messages tag and the ActionMessages class are new in Struts 1.1, and are 
included in Beta 1 and the nightly builds.

In this bug report, you marked the Version field as Nightly Build, but the 
documentation link you provided is for Struts 1.0.x. If you are in fact using 
Struts 1.0.2 or earlier, you will not be able to use the messages tag or the 
ActionMessages class. You may want to upgrade to Struts 1.1 Beta 1 instead.
