[PR] Fix #13362: restore JUL root logger handlers after invocation [maven]

## Summary
- Save the `java.util.logging` root logger's handlers before `activateLogging()` installs `SLF4JBridgeHandler`, and restore them in the `finally` block of `LookupInvoker.invoke()`
- Prevents `NoClassDefFoundError: org/slf4j/Logger` in the host process when Maven runs embedded (IDEs, CI tooling, the Verifier) and the bridge handler is left on the root logger after Maven's class realm is closed
- Adds `MavenInvokerTest.restoresJavaUtilLoggingRootHandlers` to verify the handlers are restored
## Test plan
- [ ] `MavenInvokerTest.restoresJavaUtilLoggingRootHandlers` passes
- [ ] Existing `MavenInvokerTest` tests still pass
- [ ] Embedded Maven invocations (Verifier, IDE tooling) no longer leave a stale `SLF4JBridgeHandler`
