Signature and hashes are good and everything builds and works. However, there's a diff between the tag and the archive:

$ diff -r incubator-vxquery/ apache-vxquery-0.3-incubating/
Only in incubator-vxquery/: .git
Only in incubator-vxquery/: .gitignore
Only in incubator-vxquery/: .rat-excludes
Only in incubator-vxquery/: KEYS
Only in incubator-vxquery/vxquery-xtest: results

While the .* files and the KEYS file should not be in the archive, I think that the results dir should be in.
So I think that we should add that and re-spin.

I'd also propose a few changes to the e-mail:

1) I've updated the KEYS file at https://dist.apache.org/repos/dist/release/incubator/vxquery/KEYS so we can refer to that now.
2) The voting e-mail should contain the MD5 and SHA1 checksums in the text (in addition to the links) to have them archived on the mailing list.
3) I think that we should also mention somewhere that the RAT report excludes
   .gitignore
   .rat-excludes
   ExpectedTestResults
   xqts.txt
