   Add the capability for the server to proactively disconnect specified client connections and re-establish them. This feature enables the proxy server to rebalance connections when certain machines have a high number of connections, thereby alleviating the load.

   Add a new ReconnectEndpointsCommand, which the server sends to the client when it needs the client to reconnect.
