[PATCH] Improved commit-access-control-hook

Improved commit access control hook. This hook controls who is
allowed to commit just like the old hook. However, it also allows you
to use groups instead of just user names (which makes it easier to
maintain). Plus, it has a special "add-only" mode where you are not
allowed to modify a file, but you are allowed to add a directory with
files (perfect for tags). Plus, it also helps makes sure users set
the properties correctly. Plus, it also allows you to ban certain
file names.

Thank you for the patch, and I apologize that it's been a while with no
response. Would any developer be willing to look at David's patch? If
not, I'll file it as a patch issue in the tracker within a few days.
