   同样的问题 正常服务能够启动, 但是Api-docs提供的服务无法注册上去
   错误栈:
   `System Error, please try again later! Message:Failed to check the status of the service org.apache.dubbo.apidocs.core.providers.IDubboDocProvider. No provider available for the service `
