ap_block_alarms still necessary?

There are still scattered references to ap_block_alarms. Are any of
them still needed? The two threaded Unix MPMs don't need them at all.

If the intention is still to get rid off all the asynchronous stuff
then they are not needed.

they're not needed... prefork doesn't require them either.
