No, see RFC-2822 section 3.6.4
It clearly says that a Message ID must be:
\s "<" id-left "@" id-right ">" \s
where you can more-or-less call the left & right parts: [\w\.-\?]{1,}
(using perl reg-ex syntax, this is a slight oversimplification but
true to the intent).
So since your example is missing the required "@" in the middle,
it isn't valid.
