Emacs can be *configured* to do this. I suppose that a user who
wants to use UTF-8 in every file would do such a configuration.
Then he has to remember that such a feature should be disabled
when emacs is used with some software...
BTW, an option to tell Subversion to use UTF-8 (or XML[*]) for the
data exchanged with the editor would be nice. This would allow the
user to use Subversion from a non-UTF-8 terminal while still being
able to use any Unicode character in the log message, for instance.
