Language: Chinese (complex-character, also called traditional-character
version)

1. In the Windows Control Panel > Regional Settings > Numbers, set
the Units of Measurement to "Metric" (metres, etc., not feet and inches).

2. Go to OpenOffice Writer > Format > Page, and look at "Page Border Width".

PROBLEM: They are displayed as inches ("), the default for a new document
seems to be 0.79".

EXPECTATION: They should be displayed as millimetres, in this case it seems
that the default is 20 mm, which is a round number.

This problem happens only in Windows 7, which displayes the default as 0.79
inch.
Windows XP displays my file as 2.00 cm.

However, what is worse is that some of my files are display]ed as 2.00 cm,
some of the are displayed as 2.01 cm.

PDF exports of those files does show a slight discrepancy in the border,
but not consistently.

I found that those which show up as 2.00 cm (top and left) on Windows XP should
have been left as default while being created on Windows 7 (showing up in
Windows 7 as 0.39 inch).  Those which show up as 2.01 cm on Windows XP should
have been manually entered as 0.39 inch on Windows 7.

That which I have manually entered as 0.49 inch (bottom) in Windows 7 shows up
as 1.25 cm on Windows XP.

My "Region and Language" in the Windows 7 Control Panel is set as "Metric"
units of measurement.
