The batik 1.8 release has occurred, and the zip and tar.gz distributions are available through https://xmlgraphics.apache.org/batik/download.html. 

The jars haven't been published to a repository as far as I can tell. For instance, 
http://mvnrepository.com/artifact/org.apache.xmlgraphics
still points to the batik 1.7 jars. 

This may have been overlooked as part of the release process. If not, please consider this a request to publish these jars.
