It would be interesting to have Network throttling Rate only on the Public Interface of a VPC. Currently enabling Global setting: ``network.throttling.rate``
on a VPC will enable rate limiting on all VPC interface which impact traffic between Tiers.

We should be able to configure rate limiting only on the Public Interface as well as all interfaces.
