Sorry, this is not a bug after all.

I think I did not change my extension to tagx as required by the spec.  JSP
documents can keep the jsp extension used by pages but indicate that they are
documents by other means, but JSP.8.6 says that tags with the tag extension are
not in XML syntax.

JSP.8.6 does say, however, that jsp:root cannot appear in a tag file with JSP
syntax, and I believe I did this without any complaint in my attempt to indicate
a .tag file was XML syntax.
