[VOTE RESULTS]: xml-commons-external 1.4.01, 1.3.05, 1.2.06 Releases on Tuesday, December 15th

The vote to release xml-commons-external 1.4.01, 1.3.05 and 1.2.06 resulted
in 6 +1 votes (3 from Xerces PMC members, 3 from other committers) and no
other votes:
