should add dependency='true'  for the spec bundles like jaxws-api/jaxb-api/saaj-api. So that it can work with obr resolver when OSGi container endorse jaxws-api/jaxb-api/saaj-api to prevent those bundles get installed from features.xml, hence we use the one from endorsed folder(in system bundle 0)
