An exception must be thrown when the user issues TX SQL command (BEGIN, COMMIT, ROLLBACK) in absence of MVCC - ingoring these may be confusing and can lead to SQL engine behavior to behaving quite differently from what the user expects, esp. in terms of data consistency.
