Inconsistency in managing of the Workflow instance status from GUI

How to recreate:

User runs a workflow and  workflow fails/ finishes

User try to run another workflow it complains cannot run workflow when XBaya is already running.

Currently to fix this user need to either press run twice so the error will force the currently running instance out and reset the monitoring
Or manually stop the workflow and reset.

Expected behavior:

User runs the workflow if workflow finishes/fails the workflow should not cleanup; this is how it is now.

But if the user try to run the same workflow again
1) There should be a warning that workflow is already running do you want to cleanup earlier run (yes, no, cancel)
2) If yes clean up the earlier workflow running instance; reset the monitoring status(i.e pick a new topic) ; then launch a new workflow instance
