possible bug

I'm not quite sure why this works.  In my mind it should give me an xml
error.

232:mercury:jjesso>  cat _foo.xml
<FOO>
>hello foo
</FOO>
232:mercury:jjesso>  /usr/local/xml4c3_5_1-AIX43/bin/DOMPrint _foo
<FOO>
>hello foo
</FOO>
232:mercury:jjesso>


Does anybody happen to know?
