[HDFS-16826](https://issues.apache.org/jira/browse/HDFS-16826)
ConnectionManager should advance the client stateId for every request whatever `pool` is null or not.
Relate code as bellow:

The fix looks good to me. If we already have a pool we still should advance the client stateID.
I agree adding a unit test that fails now, and is fixed by your patch would be nice.
Note HDFS-16834 highlights a problem that may interact your test. I'm working to fix that now.
