[I] Excessive quoting makes the command fail (Windows) [maven-jlink-plugin]

anthonyvdotbe opened a new issue, #697:
URL: https://github.com/apache/maven-jlink-plugin/issues/697

   ### Affected version

   3.3.0

   ### Bug description

   From the build log:

   ```powershell
   [ERROR] Command line was: cmd.exe /X /C ""C:\dev\jdk-27\bin\jlink.exe [...] "--output" "[...]\target\maven-jlink\default"""
   ```

   Removing two double quotes at the beginning and the end makes the command pass.

   I am working on this. I will prepare the narrowest Windows command-line quoting fix and add focused regression coverage for the duplicated quotes around the jlink command.
