…nd set node to 12
1) Sets Node version to 12 because Node 10 will pull incompatible packages that cause frontend tests to fail
2) Pins version for ember-toggle to prevent incompatibility issue with newer version
3) Pins version of eslint-plugin-ember to only patches to prevent incompatibility issues with newer version
