there is also a really alphaish "SheetViewer" applet/app in either 
contrib or scratchpad

Hi Dhiraj.

In general no.

There's the freeware Excel viewer from Microsoft. There's also
OpenOffice.org and using filters other spreadsheet systems might also
open Excel files.

If macros are used it's preferable to have Excel. Maybe the Excel viewer
ignores them. You should test this explicitly.

In case of problems it's harder to distinguish which system causes it.
