   ### Minimal reproduce step
   
   The last message id from binary protocal is `1947495:17782`.
   ```
   17:42:35.775 [main] INFO  org.apache.pulsar.client.impl.ConsumerImpl - [persistent://public/default/__transaction_buffer_snapshot-partition-2][multiTopicsReader-3b0ae499b9] Get topic last message Id
   17:42:35.781 [pulsar-client-io-1-1] INFO  org.apache.pulsar.client.impl.ConsumerImpl - [persistent://public/default/__transaction_buffer_snapshot-partition-2][multiTopicsReader-3b0ae499b9] Successfully getLastMessageId 1947495:17782
   ```
   But the  last message id from rest api is `269185:-1`
