This PR disables StressTestNonBlocking on Windows, not just in AppVeyor but generally. This is required because the test is flaky.

Since the original issue is more than 2 years old without any solution, I'm happy to just disable this on Windows.
Restarted Travis, which was broken due to a timeout on SourceForge.
