[site] FAQs page

Last for the night I swear.

Is there any life in the FAQs page?

A good portion of the FAQs have moved to TLP. The ApacheForge section is 
utterly redundant by the Incubator now, the servlet/jsplinks at the bottom 
are better placed on Tomcat's site and that just leaves the links to the 
coding conventions, which could be folded into one of the other 
project/development/guideline pages.

No comment from Incubator. My proposal for this page is:

1) Kill the page
2) Move the ApacheForge text to the Wiki.

The first block of faqs are largely handled elsewhere, either on 
subproject pages or as the 'How the ASF Works' link on the right.

The second block is handled on subproject sites, or in the guidelines.

The last two blocks are servlet api specific and seem to no longer be 
relevant to the jakarta entity. I'd include these in a mail to the Tomcat 
list in case they wish to add them to their Resources page.

So, looking for further views on killing the FAQ page.
