Changing properties file "on the fly" ?

Hi there,

I'm using tomcat 4 to deploy jetspeed, so that I don't need to stop and
restart tomcat every time I want to add a change to the warfile (tomcat 4
supports changes "ont the fly").

But it doesn't seem that Jetspeed (or maybe Turbine ?) allow us to change
properties file (Torque.properties in my case) to use another database ?
Is there a way to change those properties and not stop/restart tomcat every
time (I've waited for 5 min, didn't seem to take effect, and when I
restarted the app it went ok)?
Any idea would be greatly appreciated :)
