Description:
- With cluster already installed, and I install service 'HIVE' later and do HSI ON, 'llap' queue gets created, but HSI start fails as YARN refresh queue hasn't happened.
- From logs below, 'llap' queue is not recognized.
- Doing manual YARn queue refresh and starting HSI after that, works.
