localization issue with jsp layout manager

I've very happily been playing around with Jetspeed 1.4b4 and loving it (a
great product!) but have run into a minor localization problem:

When I switch to the jsp layout manager using the
services.TemplateService.default.extension parameter in the
TurbineResource.properties file, I lose localization of all the default
pages (EditAccount, login, etc.) with their uppercase constants appearing on
the pages.  This doesn't occur with the vm layout manager. 

Anyone have any advice - is this a known issue or anyone have an easy fix,
or perhaps I am doing something wrong?  I can just remove the localization
for these pages for now, but eventually we might want to support other
languages.  And unfortunately we aren't comfortable moving to velocity just
yet!

This issue has been resolved:
http://issues.apache.org/bugzilla/show_bug.cgi?id=19519. For now you have to
build from CVS to get the fix.
