More feature-rich, in that (see design doc) this offers:
- an API for the computation of a maximum rate of ingestion
- an extension in the form of [SPARK-8835|https://issues.apache.org/jira/browse/SPARK-8835], the second part of [SPARK-7398|https://issues.apache.org/jira/browse/SPARK-7398]
