[DISCUSS] Mark cordova-windows 6.0.0-dev

Hello team,

I found out today that the cordova-windows master branch is now targeting
6.0.0 due to some breaking changes ref: http://markmail.org/
message/rzfa2zoydyjq6xso

Can someone please mark this in the cordova-windows master branch?

I think this could help avoid some possible forms of confusion moving
forward.

Changing the version number is part of the release process:
https://github.com/apache/cordova-coho/blob/master/docs/platforms-release-process.md#prepare-release
We can discuss if this order makes sense, but that is the documented
process right now and should be followed.

@purplecabbage: PR https://github.com/apache/cordova-windows/pull/247 that
you mention Jesse is already part of master since 9 months ago:

Release 6.0.0 is discussed in a separate mailing list [DISCUSS] thread and
currently blocked by a broken test (see other thread for more information).

Hi Chris,

Are you okay if we go ahead and pull in https://github.com/apache/
cordova-windows/pull/247 rebase those changes into master also, and do a
6.0.0 release ( leaving windows 8.1 support in ) ?
