On HDFS-6134, [~sanjay.radia] asked for distcp to automatically prepend /.reserved/raw if the distcp is being performed by the superuser and /.reserved/raw is supported by both the source and destination filesystems.

Naturally, we'd also want a flag to disable this behavior.
