For the attached file, {{isOwnerPermission()}} is true despite that the password is the user password. This was a SO issue ( https://stackoverflow.com/questions/48035060/pdf-in-mac-preview-shows-its-only-readable-but-pdfbox-says-editable ) but it has been removed since then.
{{getPermissionBytes()}} returns FFFFFFFC but when looking at the file with PDFDebugger bits 4 and 6 are false.
