[jira] [Created] (FLUME-1169) BasicChannelSemantics should ensure the channel is started before allowing methods to be called

Brock Noland created FLUME-1169:
-----------------------------------

Summary: BasicChannelSemantics should ensure the channel is started before allowing methods to be called
                 Key: FLUME-1169
                 URL: https://issues.apache.org/jira/browse/FLUME-1169
             Project: Flume
          Issue Type: Improvement
            Reporter: Brock Noland

At present, if a channel fails to start to is not started, take, put, createTransaction, etc can be called on it. BasicChannelSemantics should ensure that the channel is "started" but not "stopped" before any of the normal channel methods can be called.
