When running AMQ with configuration files (env or appropriate location) set to use an alternate directory (ex ACTIVEMQ_CONF) not all parameters are able to use the alternate paths with current ordering.

This is easily changed for installations/setups that need it.

I think the default installation directories should be defined at/moved to the start of the file to ensure any item using these values have access to the configured values.
