Patch that keeps RAT happy - I have executed (cd solr/webapp; ant rat-sources) without complaint.
To achieve this I added license headers to all of the library files. I also opted to add licenses to each AngularJS library file, rather than modify lucene/common-build.
This patch also includes a functionally correct cloud/tree page.
