Refactor update_all_version.sh to do the following:
 * Copy .htaccess from master branch to the root of the live version so any new redirections can be applied.
 * Copy mxnet.css modifications to all versions except 0.11.0.

The above changes will help for any revisions done to the two files mentioned and applied using a nightly job without manually merging any PR directly to the asf-site.
