[jira] [Created] (INFRA-5133) Failed to create jiras in BookKeeper

Sijie Guo created INFRA-5133:
--------------------------------

Summary: Failed to create jiras in BookKeeper
                 Key: INFRA-5133
                 URL: https://issues.apache.org/jira/browse/INFRA-5133
             Project: Infrastructure
          Issue Type: Bug
      Security Level: public (Regular issues)
            Reporter: Sijie Guo

When creating jiras in BookKeeper, it encountered 'com.atlassian.jira.util.RuntimeIOException: java.io.IOException: read past EOF' error.Although the jira was still created, there is no option to submit patch or close it.

Could anyone take a look at it? Example jira: https://issues.apache.org/jira/browse/BOOKKEEPER-356

BTW, same error message occurs when submitting a patch.
