Sorry for the late reply.
I think I already commented a similar issuein another task: even if you set failIfItemsAreNotAvailable=N you still need enough inventory (QOH) otherwise you will get the error you reported above.
The flag may be useful when:
QOH > qty_req_by_prodrun > ATP
