[GH] (texera/docs/claim-before-closing): Workflow run "Required Checks" is working again!

docs: check issue claims before coding and closing

An agent's bundled PR can close an issue that someone else already
claimed with /take and fixed in their own PR. When it merges, the
merge-time credit step drops the claimant from the assignees. AGENTS.md
now defines a "taken" issue (another assignee, or someone else's open
linked PR), tells agents to /take an issue before coding it, and makes
them re-check every issue their diff fixes before opening the PR.
